Article 1 – Name and Purpose  
Section 1, Name  

North American Versatile Hunting Dog Association (NAVHDA), Southeast Michigan Chapter

Section 2, Purpose

1. The mission of the SouthEastern Michigan chapter of NAVHDA is to provide the leadership necessary and the opportunity for its members to train and test the versatile hunting dog.
2. To encourage and actively promote sportsmanlike conduct in the field, during chapter events and require observance of game laws and regulations.

Article 2 – Dues and Membership
Section 1, Dues  

1. The board of directors will determine chapter dues and a 3⁄4 majority vote of the board is required to change the amount of dues.

2. Membership dues are to be paid by Mach 1st of the each year. Chapter dues are good for 1 year. Dues that are paid after August 1st are good for the following year.

 

Section 2, Membership

1. There will be an individual membership as well as a family membership available.
2. Disputes – In the event of a dispute or grievance, which is of such serious nature to damage the chapter, the President may appoint a committee consisting of 3 members in good standing from the chapter membership. One member shall be from the board of directors and shall serve as chairman. The purpose of the committee shall be to gather facts and mediate the dispute. If no settlement can be reached by efforts of the committee, they shall present the matter to the board of directors for final arbitration.
3. Expulsion – Expulsion of a current chapter member for improper conduct, unsportsmanlike behavior or other reasons deemed harmful to the chapter or it’s property may be done after a hearing by the board of directors and a 3⁄4 majority vote by the board of directors to terminate membership. A member thus expelled may petition the board for reinstatement after a period of one year. The board will vote on the petition at the following annual meeting.

Article 3 – Officers
Section 1, Officers  

1. Elective officers of the chapter are President, Vice President, Secretary and Treasurer.

a.) Test Secretary to be an appointed, voting member of the Board of Directors. Appointment of Test Secretary to be made by the currently elected President and term of the Test Secretary to run 2 years. The first term of the Test Secretary to start March 1, 2008 and run until December 31, 2008. The appointment will then be on the same schedule as the elected officers.

b.) In case of a tie when voting on policies made by the SEMI NAVHDA Board of Directors, the President will cast the tie-breaking vote.


2. All officers must be members of the NAVHDA International.
3. Elections shall be held every 2 years.
4. There shall be no salary or remuneration for services rendered, with the exception of board authorized expenses incurred through chapter business.
5. The President with the board of directors approval shall appoint any person (in good standings in the current membership) to fill any vacancy occurring in an office during a term.

Article 5 – Duties of Officers
Section 1, President  

1. The President is the chief officer of the chapter and board of directors. His duties include, presiding over board and membership meetings.
2. The President has the authority to fill vacancies occurring between elections.

Section 2, Vice President

1. The Vice President shall assume the office of President in the event of a vacancy occurring therein and perform such other duties as determined by the board of directors.
2. The Vice President shall be on the board of directors.

Section 3, Secretary
 

1. The Secretary is responsible for all chapter correspondence, keeping records and conducting the business of the chapter in accordance with its by-laws.
2. The Secretary shall be on the board of directors.

 
Section 4, Treasurer

1. The Treasurer shall be responsible for and maintain all financial records of the chapter, maintain bank accounts, sign checks, receive and disburse monies as approved by the board of directors.
2. The Treasurer shall be responsible for current financial statements of the chapter finances.
3. The Treasurer shall be on the board of directors.

Article 6 – Board and Membership Meetings
Section 1, Board Meetings  

1. The SouthEastern Michigan chapter will hold 2 mandatory board meetings per calendar year. Other meetings may be scheduled if the President deems necessary.
2. One board meeting will be in January to discuss the coming events for that year.
3. The second board meeting will be held mid-year.

Section 2, Membership Meetings

1. The SouthEastern Michigan chapter will hold 4 general membership meetings per calendar year.
2. Any member of the SouthEastern Michigan chapter is welcome to attend these meetings.
3. The general membership meetings may occur during scheduled training days if the membership has been made aware the meeting prior to that day.

Article 7 – Elections
Section 1, Elections  

1. Elections of Officers will be held every 2 years
2. Terms of office will begin January 1st and expire December 31st of the second year.
3. Nominations will be accepted in August (the year prior to the election year) through November. All nominations will be forwarded to the Secretary.
4. Ballots will be sent out in the newsletter.
5. Only members in good standing will be allowed to vote. One voter for each office.

Article 8 – General
Section 1, International Annual Meeting  

1. 1. The SouthEastern Michigan will donate an allowance to the chapter delegate attending the International Annual Meeting.
2. The allowance is to help cover the member’s expenses for traveling to the International Annual Meeting.
3. The allowance for out of state travel is not to exceed $250. Receipts up to that amount are required for any reimbursement.
4. The delegate will vote on motions at the International Annual Meeting on behalf of the SouthEastern Michigan chapter. The motions will first be voted on by the SouthEastern Michigan chapter and the delegate will vote at the annual meeting in accordance to the results of the chapters vote.
5. The delegate will be requested to provide a summary of the events taken place at the annual meeting and present the summary to the chapter.

Section 2, By-laws

1. The SouthEastern Michigan chapter board of directors will review the current By-laws during the January board of directors meeting. Changes to the By-laws will be voted on by the board of directors and if changes are made, a copy will be sent to the membership and to the International Office.
